“Direct Payments for Bank Holidays”

Is just me, or is Lambeth withholding Bank Holiday Direct Payments from everybody?I’m quite sure that Lambeth is obliged to pay the extra costs incurred by Bank Holiday payments; that is, the difference between standard and enhanced hourly rates, £1.75. It isn’t a fortune, but an agreement's an agreement, or at least it used to be – did I fall asleep, and in the intervening period all bets are off?
Is anyone else in Lambeth experiencing this? Did I dream the whole thing up?
